New U.S. ambassador starts work next month

WASHINGTON - The incoming United States ambassador to South Korea will take up her new post next month, a State Department official said Wednesday.

¡°Ambassador-Designate Kathleen Stephens will go to Seoul in late September,¡± the official said.

Stephens will hold a Sept. 8 press conference in Washington to outline her mission in Seoul, the official said.

For the next couple of weeks, Stephens will be traveling in the United States for family visits, the official said, adding she will hold consultations with the State Department and other U.S. government agencies before flying to Seoul.

Stephens was confirmed by the Senate last Friday, one day after Sen. Sam Brownback of Kansas dropped his opposition to her appointment. He had been delaying her confirmation to press the Bush administration to address human rights issues in North Korea.

At a Senate Armed Services Committee meeting last week, Assistant Secretary of State Christopher Hill pledged to address North Korea¡¯s human rights abuses at the six-party talks on disabling North Korea¡¯s nuclear weapons programs.

A former Peace Corps volunteer who taught English in Korea, Stephens began her foreign service career in 1978 and served twice in the country, most recently as principal officer at the consulate in Busan from 1987 to 1989, and as internal political unit chief from 1984 to 1987 in Seoul.

Stephens has been serving as principal deputy assistant secretary of state in the Bureau of East Asian and Pacific Affairs since 2005, focusing on the management of U.S. relations with Japan and Korea.

From 2003 to 2005, she was deputy assistant secretary for the Bureau of European and Eurasian Affairs, addressing Kosovo¡¯s future status, the NATO-led mission in Bosnia-Herzegovina and the integration of the western Balkans in Euro-Atlantic institutions.Yonhap

The ruling Grand National Party yesterday came up with a series of proposals for value-added, income and corporate tax reductions to ease financial burdens on companies and middle- and lower-income households.

¡°We will move toward lowering taxes given that there¡¯s some room in the budget to do so,¡± said Yim Tae-hee, head of a party policy committee. ¡°Beneficiaries of tax reductions will mainly be social classes that are heavily weighed down by taxes during worsening economic conditions.¡± He added that the ruling party and the government have discussed the tax reform measure several times and the party¡¯s tax requests.

Inaugurated in February, the Lee Myung-bak administration has been planning large-scale tax reforms and the Finance Ministry is scheduled to confirm details by the end of this week. The final draft of the changes will be submitted to the regular session of the National Assembly in October. Lowering income tax is aimed at helping the middle-class, the key pillar of the national economy, Yim said. The Grand National Party is considering adjusting tax brackets. Currently, a 35 percent tax rate is imposed on annual earnings of over 88 million won ($86,734); 26 percent on 46 million?88 million won; 17 percent on 12 million?46 million won; and 8 percent on income below 12 million won.

The lawmaker also said that as value-added tax makes up a relatively large portion of expenditures by lower-income households, some staples will be added to the list of goods exempt from tax. The tax, unlike other taxes, is paid by buyers of goods or services regardless of income level.

Value-added tax totaled 40.9 trillion won last year. That accounted for one fourth of the national tax revenue.

Regarding corporate taxes, Yim said reduction will be focused on small- and medium-sized firms as well as some private shop owners.
