New U.S. ambassador starts work next month |

WASHINGTON - The incoming United States ambassador to South Korea will take up her new post next month, a State Department official said Wednesday.
“Ambassador-Designate Kathleen Stephens will go to Seoul in late September,” the official said.
Stephens will hold a Sept. 8 press conference in Washington to outline her mission in Seoul, the official said.
For the next couple of weeks, Stephens will be traveling in the United States for family visits, the official said, adding she will hold consultations with the State Department and other U.S. government agencies before flying to Seoul.
Stephens was confirmed by the Senate last Friday, one day after Sen. Sam Brownback of Kansas dropped his opposition to her appointment. He had been delaying her confirmation to press the Bush administration to address human rights issues in North Korea.
At a Senate Armed Services Committee meeting last week, Assistant Secretary of State Christopher Hill pledged to address North Korea’s human rights abuses at the six-party talks on disabling North Korea’s nuclear weapons programs.
A former Peace Corps volunteer who taught English in Korea, Stephens began her foreign service career in 1978 and served twice in the country, most recently as principal officer at the consulate in Busan from 1987 to 1989, and as internal political unit chief from 1984 to 1987 in Seoul.
Stephens has been serving as principal deputy assistant secretary of state in the Bureau of East Asian and Pacific Affairs since 2005, focusing on the management of U.S. relations with Japan and Korea.
From 2003 to 2005, she was deputy assistant secretary for the Bureau of European and Eurasian Affairs, addressing Kosovo’s future status, the NATO-led mission in Bosnia-Herzegovina and the integration of the western Balkans in Euro-Atlantic institutions.Yonhap

| | | | | | “사람을 홀리는 아름다운 건축물. 보는 이를 압도한다.”
뉴욕 타임스가 5일 베이징올림픽 주경기장의 디자인을 평가한 대목이다. 영국의 파이낸셜 타임스는 지난달 26일자에서 “로마의 콜로세움 이래 가장 독창적이고, 아름다우며 독특한 경기장”이라는 찬사를 보냈다. 강철 빔을 엮어 만들어낸 타원형 외관이 흡사 새가 나뭇가지를 포개 만든 둥지와 같다고 해서 ‘냐오차오(鳥巢·새 둥지)’라는 애칭이 붙었다. 9만1000명을 수용할 수 있는 이 대형 경기장은 베이징뿐 아니라 세계적인 랜드마크로 자리잡았다는 평가다. 8일 베이징 올림픽 개막식은 물론 육상경기와 24일의 폐막식도 열린다. 행사가 끝난 뒤엔 쇼핑몰과 편의시설을 갖춘 복합시설로 탈바꿈할 예정이다.
‘새 둥지’를 창조한 주역은 스위스 건축가 듀오인 자크 헤어초크와 피에르 드 뫼롱이다. 뉴욕부터 런던· 도쿄에 이르기까지 세계 곳곳의 도시 스카이라인을 혁신적으로 바꿔온 스타 건축가들이다. 런던의 테이트 모던 갤러리와 2006년 독일 월드컵 개막전이 열렸던 뮌헨의 알리안츠 축구경기장, 프라다 도쿄 등 국제적으로 화제를 모았던 건축물을 여럿 설계했다. 스위스 바젤에 ‘헤어초크 앤 드 뫼롱’ 건축사무소가 이들의 둥지다. 이들은 중국의 설치미술가 아이웨이웨이(艾未未)등과 함께 작업을 한 베이징올림픽 주경기장 설계로 3월 런던의 디자인 박물관으로부터 ‘올해의 건축 디자인 상’을 받았다.
두 사람에게 베이징올림픽 주경기장 설계는 특별한 의미가 있다. 베이징 올림픽 개막 직전의 빡빡한 일정으로 직접 인터뷰에 응하지 못한다고 양해를 구한 이들은 사무소 관계자들을 통해 “설계에서 우리가 가장 중시했던 건 올림픽 이후에도 계속 시민들에게 쓸모가 있는 공공 장소를 제공하는 것”이라고 밝혔다. 그러면서 새 둥지 모양의 외관에 대해 “모든 구조를 겉으로 드러내는 디자인 철학을 나타내기 위한 것”이라고 설명했다.
세계 건축계에서 ‘수퍼스타’ 대접을 받는 이들은 그간 많은 상을 휩쓸어왔다. 2001년엔 건축계의 노벨상이라고 불리는 ‘프리츠커 상’을 수상했다. 당시 심사위원장이었던 제이 카터 브라운은 “건축의 외면을 다루는 데 이들처럼 탁월한 기량과 상상력을 선보인 건축가들은 역사상 찾기 어렵다”라고 극찬했다. 패션디자이너 미우치아 프라다는 “이들의 건축은 그 자체로도 아름답지만 무엇보다도 건축물이 들어서는 장소와 거기에 얽힌 문화와 잘 조화를 이룬다”라고 호평했다.
1950년생 동갑내기인 이들은 반세기 넘게 우정을 쌓아온 단짝친구다. 처음 만난 건 6살, 유치원에서였다. 올해 초 영국 일간 더타임스와의 인터뷰에서 드 뫼롱은 “우정을 기반해서 함께 일을 한다는 건 매우 특별한 경험”이라며 “서로 아무런 벽이 없는 이런 돈독한 관계가 모든 것에 개방적인 태도를 갖도록 해준다”라고 설명했다.
헤어초크도 “오랜 기간 함께 일해오면서 질투 같은 건 한 번도 해본 적이 없다”며 “서로 함께 일을 함으로써 더 좋은 결과를 가져온다”라며 우정을 과시했다.
이들은 어린 시절부터 파트너의 면모를 보여왔다. 헤르초크는 “어렸을 때부터 항상 함께 무언가를 만들었고, 길거리를 지나며 본 것들을 모방해 만들어보기도 했다”고 회고했다.
나란히 취리히 연방공대에 입학했지만 드 뫼롱이 처음부터 건축가를 꿈 꾼 반면 헤어초크는 처음엔 생물학을 공부하다 결국 건축으로 방향을 틀었다. 함께 학교를 마친 두 사람은 78년 공동 건축사무소를 열어 지금까지 함께하고 있다. 이들의 오랜 협력 관계를 두고 파이낸셜 타임스는 “헤어초크가 공격적 스트라이커라면 드 뫼롱은 사려 깊은 골키퍼”라며 “이 둘은 한 팀으로서 완벽한 경기를 펼쳐낸다”고 평했다.
이들의 강점은 새롭고 혁신적 소재들을 과감히 사용해 건물의 외관을 연출해낸다는 데 있다는 평가다. 일례로 알리안츠 구장의 경우 특수 플라스틱을 이용한 얇은 막의 마름모꼴 쿠션을 2700여 개를 제작, 공기를 주입한 뒤 경기장의 외관을 감싸 부드러운 분위기를 연출했다. 다양한 색깔의 조명을 낼 수 있는 램프도 설치했다. 독일 대표팀이 경기를 할 때는 흰색, 뮌헨 소속 두 축구팀이 경기를 할 때는 각각 빨간색 및 파란색으로 경기장을 밝혔다. 건물 외관만이 아닌 소프트웨어까지 디자인한 셈이다.
런던 테이트 모던 갤러리의 경우, 템즈 강변의 폐쇄된 발전소의 외관을 그대로 살린 설계로 호평을 받았다. 통상 유명 건축가는 자신만의 일관된 스타일이 있지만, 이들은 작업마다 새로운 방식과 디자인을 선보인다는 특징이 있다. 드 뫼롱은 “세계 각지의 건물을 다르게 만들어내는 것이 우리들에겐 매우 중요하다”라고 강조했다. 헤어초크는 한 인터뷰에서 “우리는 주경기장 건설 과정을 통해 중국 사회를 변화시키는 데 일조했다고 생각한다”라고 밝혔다.

The ruling Grand National Party yesterday came up with a series of proposals for value-added, income and corporate tax reductions to ease financial burdens on companies and middle- and lower-income households.
“We will move toward lowering taxes given that there’s some room in the budget to do so,” said Yim Tae-hee, head of a party policy committee. “Beneficiaries of tax reductions will mainly be social classes that are heavily weighed down by taxes during worsening economic conditions.” He added that the ruling party and the government have discussed the tax reform measure several times and the party’s tax requests.
Inaugurated in February, the Lee Myung-bak administration has been planning large-scale tax reforms and the Finance Ministry is scheduled to confirm details by the end of this week. The final draft of the changes will be submitted to the regular session of the National Assembly in October. Lowering income tax is aimed at helping the middle-class, the key pillar of the national economy, Yim said. The Grand National Party is considering adjusting tax brackets. Currently, a 35 percent tax rate is imposed on annual earnings of over 88 million won ($86,734); 26 percent on 46 million?88 million won; 17 percent on 12 million?46 million won; and 8 percent on income below 12 million won.
The lawmaker also said that as value-added tax makes up a relatively large portion of expenditures by lower-income households, some staples will be added to the list of goods exempt from tax. The tax, unlike other taxes, is paid by buyers of goods or services regardless of income level.
Value-added tax totaled 40.9 trillion won last year. That accounted for one fourth of the national tax revenue.
Regarding corporate taxes, Yim said reduction will be focused on small- and medium-sized firms as well as some private shop owners.
